Building economic opportunity for Puerto Rico through strategic investment and community partnership.
The Platform for Social Impact \(PSI\) was founded with a singular conviction: that Puerto Rico's most underserved communities hold the potential for extraordinary transformation when given access to the right resources, capital, and support systems.
Since our founding, PSI has operated at the intersection of community development, workforce innovation, and impact investing. We believe that poverty is not a character flaw but a systems failure, and that the solution requires a comprehensive, integrated approach that addresses the root causes of economic exclusion.
Our work spans workforce development, entrepreneurship support, healthcare, education, childcare, financial services, and public policy advocacy. Through our flagship Oasis 360 initiative, we are demonstrating that blended capital and place-based strategy can create lasting community transformation.
PSI has mobilized over \$140 million in blended capital, served thousands of participants, and built a model that is designed to be replicated across Puerto Rico and beyond. Our approach combines the rigor of impact investing with the heart of community organizing.
We are a dual-identity organization: a nonprofit community development entity and a certified Community Development Financial Institution (CDFI). This structure allows us to access diverse capital sources, deliver integrated services, and maintain accountability to both our community and our investors.
A Puerto Rico without poverty, where every community has the economic infrastructure, human capital, and financial resources to enable its residents to thrive and determine their own future.
PSI operates as both a nonprofit community development organization and a certified CDFI, enabling us to bridge the gap between philanthropy and investment.
Our nonprofit arm delivers direct services including workforce training, healthcare access, education programs, and community advocacy. This entity receives philanthropic grants and government funding to support mission-driven programming.
Our certified CDFI deploys capital through lending, investment, and financial products designed for underserved communities. This structure enables us to attract private investment, generate sustainable revenue, and provide capital access to entrepreneurs.
PSI is governed by a board of directors with deep expertise in community development, finance, public policy, and nonprofit management. Our governance structure ensures accountability to both our community stakeholders and our investors.
The one thing that we need to reestablish in communities is their ability to dream. When you allow people to see themselves as the drivers of those dreams, magic happens.
Eduardo Carrera founded PSI with a vision rooted in his own experience growing up in Puerto Rico. Having witnessed firsthand the systemic barriers that prevent communities from reaching their potential, Eduardo dedicated his career to building organizations and financial instruments that create pathways to economic opportunity. Under his leadership, PSI has grown from a small workforce development initiative into a comprehensive platform that has mobilized over $140 million in blended capital and serves thousands of families across Puerto Rico.
We combine place-based strategy, blended finance, and wraparound services to create the conditions for lasting economic transformation.
We concentrate resources in specific communities, creating density of opportunity that catalyzes neighborhood-wide transformation rather than isolated individual outcomes.
We layer philanthropic, public, private, and tax credit capital to build sustainable funding structures that distribute risk and maximize community benefit.
We integrate workforce, healthcare, education, childcare, and financial services so that families can address multiple barriers to economic mobility simultaneously.
